We've been banking with Sabadell since December last year and our charges have been €30 per quarter since we took out the account as non-residents. I think that is pretty average with most banks.

Not much difference between banks for a non-resident account if you don't pay a certain amount in each month or keep a minimum amount in deposit. Sabadell have recently increased their charges but so have most of the others although I think Sabadell are the only ones that have started to charge every time you use your card.
(may be wrong on that, we closed our Bankinter account because we were being charged for everything).

I know nearly all banks charge "maintenance" fees which vary from bank to bank and they usually waiver these fees if you get a minimum amount paid in each month such as a pension or payment from work. I think the going rate for the minimum to be paid in is about 6-700 euros depending on who your with. I was paying something like 12.50 per quarter plus something like 30 euro per year just for having a ATM card.
The bank charges are just daylight robbery IMO. My experience so far of using Spanish banks are to pay for everything and receive sod all back in return. The online function is crap and when you need some service (a unheard of concept) they just point at the cash machine.
A off shoot of Santander do what's called a cuenta nomina or something like that which gives everything what i currently get, but for FREE. No charges. I will be trying this out soon so will be able to tell of my experience in the future.

I think you will find all banks now require NI numbers as they are required to inform tax authority of holders of accounts.
