Help!! - What is this and what do I need to do?

Hi All
Just arrived in the area ahead of finalising purchase of a property and thought we would explore some of the beaches near Quesada by going to Guardamar del Sequra Beach.
So we parked the car where others were, no signs or payment meters like in the UK visible yet when I return a couple of hours later what looked like a parking ticket had been put on the car.
Looks like a 90 euro fine with 45 euro reduction but that's all I can make out with my poor Spanish.
So my question to those how have been here longer, can anyone tell me what I need to do?
What is the period before I loss the 50% discount ?
Where/who do I pay this ?
or who can I speak to....
Really annoyed as there was no signs or parking meters to pay as in UK, would not mine paying if they made it care and easy

On the back of the parking ticket is a list of banks you can pay it to, the post office and also online at dgt.es but it is all in Spanish. The bank includes Santander but not sure of the others.
The fine must be paid within 60 days and you will get a discount if you pay it earlier. Up to 30 days is normally a 30% discount so the earlier you pay then the more discount.
The parking bays at Guardamar near the beach (well, the ones I use anyway) are painted blue which means pay and display here. The parking meters were there just like week when we went albeit just one at the end of the bays.
I think it goes from 15th July to 15th September from 10 to 2000 and a maximum of 4 hours.
Outside those dates the ticket machines are removed.
So if you see a blue parking space, look out for the sign (sometimes quite high up on a lamp post) and a pay machine.
