Does anyone know how to go about making a denuncia against real estate agent and an owner of a house they rent. Is it done at ayuntamiento or a policía?

Hello You say you have 2 problems but I think that you have only a complaint against the renter of the property. If its noise or antisocial behaviour then its the Guardia. If you think that it is an illegal let then it is the Ayuntamiento.

What about if owner refuses to do necessary repairs and/or does not respond to complaints?

I would contact a Solicitor to find out the most efficient way to deal with this problem.

Problem is that 1. Don't really trust solicitors on Costa Blanca. 2. They are expensive as hell...excuse my French.
Figured I could do myself instead of having to take that route.

By stating this I'm assuming that you've been in touch with the owner? Threaten him with a denuncia, see if that helps?
Do the tenants not want the repairs done too?

Yes, tenants wants the repairs done but don't want to pay for it themselves.

The extract below, regarding the letting of property in Spain, is from Abaco Advisers' website:

"Repairs and building works

According to the law the landlord is responsible for any necessary repairs to the property to keep it habitable but not if the damage has been caused by the tenant. In turn the tenant is responsible to inform the landlord of any damage. If the damage is serious and requires urgent repair the tenant can undertake this and request payment from the landlord. Small, day-to-day repairs are the responsibility of the tenant and, as the law does not define what a small repair is, it is advisable to stipulate a maximum cost in the contract."

As there's a legal requirement on the landlord to carry out repairs and assuming the landlord's Agent is taking a fee for managing the property on the landlord's behalf, I'd threaten the agent, as well as the landlord with legal action. It would be best to communicate in writing, using recorded delivery post or hand deliver. Aand if you can find out what the relevant law is, quote it in any letter to them - this will probably have greater effect if it comes from the tenant, even if you have to draft it for them.

I for one am so sick and tired of real estate agents in the area that seem to think their job is done when the rental contract is signed! They simply don't care and I am so ticked off that you can't name companies that don't do their job and warn other people on this site. Jan, It is not slander if it is true and a person can stand fully behind their comments.

It is slander if it it is posted on any public platform but of course the private message system is there if anyone needs to contact you for a one to one chat about anything at any time.
