Town hall at Rojales on Monday and Thursday mornings or your local medical centre. You'll need your S1 forms.

Permanent cards are actually issued by Orihuela. They have to apply for you. It's the lady that works at the desk under the stairs by the lift that does them and they are usually ready after about a month (sent by Orihuela).

I had my temprary one issued at Rojales Town Hall and then told permanent (plastic) one would be available at the medical centre in Rojales (opp police station) within 7-10 days. Went along and permanent one issed with no problem.
