If you want someone to do it for you speak to Amanda she has done them for me and is very good ;) he charges 50 euros you can do it yourself but if you want it stress free get someone to do it for you unless you are fluent in Spanish.

As other threads have shown, you can apply at any National Police Station or a foreigners' office with links to the National Police. The police stations in this area are at Elche, Alicante, Orihuela. There are foreigners' offices in Playa Flamenca (Orihuela Costa town hall) and Torrevieja.
The one at Orihuela Costa town hall is the best as they give you a list in English of the documents you require and how to go about it. As there are no National Police there, you have to make 3 visits, one to make the appointment and collect the required paperwork. One to hand in the paperwork and go through the application process and finally to collect the certificate.
Elche will do it all on the same day but you have to make the appointment online and they don't (or won't) speak English.

Also note that NIE certificates are now back to being issued without an expiry date so they are always valid (like they used to be).
