People mean well when replying but it should be with facts and not beliefs, understanding or hearsay, when talking about legalities.

It would seem to be a conflicting area, I've heard it's legal to grow your own but only a certain amount & it has to be for own consumption, but also heard of someone being fined for growing 2 plants on their roof terrace (Which was picked up by drone) If you google it Wikipedia says same for Spain, but not allowed to sell or like someone else commented carry on person. I personally if they're there illegally anyway pop down to your local police station & just inform them of your concerns & they'll know what can or can't be done about it. Good Luck
