Car Tax ( SUMA )

Just as a mater of interest , I have a car ( been on Spanish Plates Years ) that has just turned 25 years old . A bar room lawyer recently told me that I could apply to the Suma office for a reduction / cessation of road tax , exencio ITVM por antiguedad , that's what he wrote on my beer mat ! Any one out there done this and is it a nightmare ? TIA .

saw an article, on that very subject in one of last weeks free papers,cant remember which one tho! but if your retired and time on your hands have scout thru them,
