I believe it's using a hosepipe that is not allowed.

So I can wash my terraces down, which will go on the road, I can water plants etc, and that will run out onto the road but I can’t use the same water to wash my car. I just love it here!

I was told its because the roads don't have drains as such so the soapy/dirt residue sits on road and dries in the sun . .when it eventually rains again you get a giant bubble bath

You aren't supposed to let any water run onto the pavements or road. If the Police see you they will probably have words. Whether it's a fine I wouldn't know because on our Community we always took care. Cleaning away the Brown Rain will probably be okay.

It's also an offence in the UK (under the Highways Act) to discharge water from private land onto a public highway- but the chances of anyone getting prosecuted are slim to none.
