Bit harsh on the ayuntamiento at Rojales, I think. I've always found them very helpful with things like empadronamiento, building licenses, health and so on. Same as the municipal centre in Quesada.
When you compare the one in Rojales with, for example, the town hall in Orihuela Costa for NIE and so on then we have struck it very lucky.

would a utility bill be ok for proof of address?

Sorry Marcliff, was not on about them its jus a few places I am not in Quesada, but most places I have been to has been to say the least rubbish, I have been in Spain for Almost 14 years but not resident thank the Lord. Lets see what happens in June.

Hi all
can you please tell me what a sip is? we are non residents and not sure if we are on the padron but if it means we get more patrols ect then we are willing to do it as we are coming over soon.

The SIP card is the healthcard issued to people in the Valencia Region.
To get a permanent one you have to be working and paying in to the social security, be under 18, be over pensionable age in your country of residence and transfer your healthcare from UK to Spain or be registered disabled.
You shouldn't get a temporary SIP card but Rojales (as part of Orihuela) will issue one so you don't have to register your EHIC every time and can see a GP during your visit which is up 6 months.
To get either card, you need to be empadronamiento (referred to as the padron) which is the Spanish equivalent of the electoral roll. You should only be on it if Spanish is your normal place of residence but Rojales will give you a temporary one so you can get the temporary SIP.
To get a permanent one you need to be an official resident and be registered on the list of EU foreigners residing in Spain.
Not many places will allow you a temporary padron or SIP card.
To get a permanent one you need your passport, EHIC and resident card.
To get a temporary one you need passport, EHIC, NIE or non-resident certificate and proof of address which will be on your NIE, non-resident certificate or show house deeds or long term rental agreement.
In all cases you need your NIE number which is shown on the resident and non-resident certificate.

Notice that most of the original information on this thread is about a couple of years old, so can I ask "Has anything changed in the way this registration works?"

Also as my partner is from a non EU country and therefore does not have a EHIC card, how does it work for her?
