Can someone please clarify this? When the community does say that '60% of the community have to agree', does that mean you need to get 60% to actually approve, or is it the case that as long as under 40% disapprove, the works can go ahead?

It has to be 60% of eligible owners, so if some owners are in debt to the community then they cannot vote,your administrator/president should be able to give you this info

But...from my perspective, if that's the case, I doubt that anyone would ever get agreement to do anything.
If you're in a community of 100 properties, it'd be very difficult (I'd think) to get 60 households to physically approve...especially when many people don't vote at their AGMs.
It'd make much more sense if "no vote" equated to an "approval"...at least that might encourage more people to vote against things of they feel that strongly.
Personally, I've never had a problem with owners wanting to improve their properties. I'd rather know that money is being invested in property in my area, rather than owners letting properties become delapitated.

If others have glass curtains fitted then the community has already given agreement for others to do so. If that weren't the case then those who have had them fitted would have to remove them. Provided they fit in with the community there should be no need for a further agreement.
And our administrators told us, a long time ago, that glass curtains are not classed as a permanent alteration as they can be removed so no building licence is required unless you are altering the building itself like removing balustrades for example. Tiled gardens, outhouses, raising of walls and permanent alterations do.
Still best to check, though.

Our community has a good system. They email owners with details of proposed changes and give 28 days for responses. That way you don't have to wait for the AGM to get approval.
Also, at the last AGM they passed a motion that makes the tacit approval issue less of a minefield by formalising the agreement that if exerting modifications of a similar nature have already been made at other properties on the urbanisation then the approval process is much more straightforward.
If your community doesn't have similar arrangements then why not propose a similar policy for yours?
