I am currently spending only half my time in Spain so I don't need to pay any income tax there. I am thinking about moving over full time in 2017, but need to get an idea of how much income tax I'd pay through the double taxation agreement.

My income is within HMRC allowances so I have no income tax to pay in the UK. This will change when I receive my state retirement pension in about 7 or 8 years at the last count!

My lawyer recommended a tax accountant who has quoted 250€ plus 21% VAT. This seems a lot especially on my low income.

Does an asesoria charge as much as this?

Then your lawyer is quoting you a way over the top fee for doing your tax returns.
Some are advertising for 50 to 70 euro. We have a solicitor that does all our legal work for us including taxes, dealing with SUMA, sorted out utilities and anything else and we are charged an annual fee of €170 for everything. That's not each, that's €85 each including IVA.
Look around you'll get it much, much cheaper.
You can also do it yourself and it's quite simple. Just get someone to do the initial return and, once you are on the system, simply fill in the forms yourself.

personal allowance under 65 .....5550e + 2000e general tax allowance then 19% on earnings up to 12400e. above this it is 24%.

to be tax resident in spain you have to declare your worldwide income. for most private pensions you can have them paid without uk tax if you inform hmrc that you intend to live in spain
