You could ask the Military. It could be something to do with learning to recognising the Terrain. After all some are Fighter Jets. When you live in Spain you have to used to things that wouldn't be allowed in other Countries.

I think it was mentioned in a previous post that commercial airliners using Alicante and Murcia airports approach and take off from the airports over the sea, therefore the smaller planes practice inland. I don't know if this is true but it makes sense as it would be a much bigger catastrophe if one of the small planes collided with a passenger airliner.

I've been told that Ryanair is going to be trying out a new drop of nearer you home service and this is the pilots plotting the routes.

Quesada is in the middle of a military RVF zone. It’s a quiet bit of airspace between the controlled areas of Alicante, Murcia and Cartagena. Military pilots require training flying fast and low to the ground. Avoids radar, missiles, etc. They also have to be able to hit targets on the ground. It’s common practise in most countries.
Beginner pilots fly inland. It’s less confusion to orientate the aircraft. Land is green, sky is blue. Out at sea water is blue, sky is blue.
An aircraft is permitted to fly at 1,000 feet over populated areas. 500 feet over less populated areas. Depending on the height of the highest obstacle.

They choose the area around Quesada because it is and area that is not usually served as a regular commercial flight path for both Alicante airport or San Javier.
