Water leaks - who pays ?

I live in a block of four apartments. All four water supplies are fed from a manifold into individual meters. There is a leak on the manifold - who is responsible?

From what I believe, if the leak is on the incoming side of the meter, the water company is responsible.
If the water has passed through the meter then it is the households responsibility.

If on community property may be responsiblty of the community?
