A brief information..
SIS (Schengen Information System) has been applied for a long time. The inclusion of all interoperability components and EES (Entry/Exit System), ETIAS (European Travel Information Authorisation System), ECRIS-TCN (The European Criminal Records Information System-Third Country Nationals), SIS have a new timeline for implementation.
According to the Council of the EU (09.12.2021); “The new timeline foresees that the Entry-into-Operation of the Entry/Exit System (EES) will be postponed from May 2022 to the end September 2022, the European Travel Information Authorisation System (ETIAS) from December 2022 to mid-May 2023 and the revised Schengen Information System (SIS) from February 2022 to June 2022. The final deadline for the full implementation of interoperability, end of 2023, remains unchanged.”

Ah yes ETIAS long threatened but never implemented. This is from a post way back. I don't think anyone need be too bothered by it and I wouldn't take the implementation timeframes too seriously.

"ETIAS – Getting A Travel Authorization to Enter Spain Will Soon Be Obligatory
On the same day, Britons become non-EU citizens, the block will launch a new scheme called ETIAS, (European Travel Information and Authorization System), which is a new travel system established in a bid of the EU to control who enters its territory.
Citizens of more than 60 world countries that so far have benefited from visa-free entry to the Schengen Zone for short-term stays, including UK passport holders, will be obliged to apply for and obtain authorization before showing up at the borders of the EU.
While the ETIAS will come into force in 2021, an official of the European Commission has confirmed for SchengenVisaInfo.com that
the date the ETIAS regulation is launched and the date it becomes obligative for visa-free travellers are two different dates.
The source explains the ETIAS won’t be compulsory, for at least the first 12 months of its implementation for most of the travellers as Britons, in order for border checks and travellers to adapt to the new requirement"

It's not ETIAS that will monitor the 90/180 day rules, this will be done by EES (eventually).
EES will have to monitor every entry/exit port, in real time, in the whole of the Schengen area. It'll be interesting watching that unfold.
