I watched the video. Okay, take it switch a pinch of salt. But what was revealing, and also shocking to me, was the substance of the blogs and comments following the video. It shows a side I hadn’t seen before, and especially how many Spanish must view us and feel about us. Very sad. I speak some pigeon Spanish, and when I use it day to day in shops, restaurants and markets, it is often met with surprise and complimented as though it is a rarity. :(

Where would I find that?

I thought I’d made that clear, both governments have websites explaining what will happen in a no deal situation
They’re easy to find, no further explanation is required
Royal decree passed too now

This is an extract from the UK government website detailing contingency measures to come into affect should a no deal situation occur
Note, these are contingency measures only and will not be necessary if a deal with the EU is reached

‘On healthcare, UK has offered to fund healthcare in Spain for UK nationals who would benefit from the S1 / EHIC schemes until 31 December 2020 on a reciprocal basis. The UK is also protecting healthcare for Spanish nationals in the UK. Through the Royal Decree, the Spanish Government has said that it will introduce measures that will protect healthcare for UK nationals in Spain, whether they be resident or visiting, utilising the pre-existing reimbursement mechanisms.

Under the reimbursement mechanisms, the UK Government paid Spain £250m last year for the healthcare costs of British nationals in Spain, and the Spanish government paid the £4 million for the healthcare costs of Spanish nationals in the UK.’

From La Moncloa, a spanish government website
THE HEALTH CARD, PRESCRIPTIONS AND MEDICAL HISTORY I now have a health card and am eligible to receive healthcare services if I need them. What will happen after withdrawal? Will I be able to receive treatment?
With an agreement

Holders of a health card have will retain their rights, unless specific bilateral agreements are adopted between the United Kingdom and the Kingdom of Spain.

Without an agreement

If you have a Health Card (Tarjeta Sanitaria) issued by the Spanish National Health System, it is because you meet legally established criteria under Spanish law to be eligible for the card. Your individual situation will not change because the United Kingdom is not part of the EU.
If you do not have a Spanish health card, the same criteria will apply as those established by Royal Decree Law 7/2018 of 27 July on universal access to the Spanish National Health System.

Not a surprising disparity because in addition to my earlier post it's a fact that the vast majority of Spanish in UK will be both resident and gainfully employed and entitled to free health care for themselves and their dependants as a result.

Contrast that both with the number of S1 holders in Spain and the millions of holiday makers potentially using their EHICs during their visits and its not terribly difficult to come up with a £250m bill.

Of course post Brexit it's possible if not likely that the latter group will no longer be able to access health care via an EHIC so that £250m figure could fall significantly.

Another reason for the disparity is the fact that three times as many brits live in Spain compared to spanish living in the Uk plus the 17 million individual trips by brits to Spain annually
I do believe that the S1 scheme will continue deal or no deal but the EHIC may only continue if there’s a deal

What a shambles...

Quite correct. However, how could it have been anything thus?

The overwhelming majority of MP's (let alone the Civil Service and Gina Miller) are against Brexit. And importantly, the EU are fully aware of this fact. The upshot being that the 2016 referendum result was effectively meaningless.

Negotiations were therefore bound to be a 'shambles' as you put it.
