The CIA is like MI6 and operates outside the USA unless it affects terrorism within the USA. This is coordinated by Homeland Security who pass on immigration details to anyone who needs to know. Unless you are suspected of terrorism or part of an international criminal group then the CIA wouldn't be informed.
And I should hope your insurance details on a UK car were sent to UK. Otherwise you wouldn't go on the National Motor Insurance Bureau's database in conjunction with the DVLA and you might find yourself being stopped rather a lot of times when you go past a camera which flags up the car as having no insurance.

dvla does not hold insurance details for uk registered vehicles......motor insurance database does

This "news" about speed camera fines being directed to UK owners is 2 years old and has been posted before.
A friend of mine was flashed in France.The demand dropped through his letter box in the UK 12 days later!

If you get 'Flashed' in Italy (by a Gatso) they have up to 1 year to issue the fine.

If some countries withhold information to other police forces, it can hardly be the EU's fault that it's forcing the UK to provide owner details. Probably DVLA charges for the information.

I know much of this thread is a couple of years old but on the latest point about speeding fines from abroad I throw out a challenge to all to provide first hand or otherwise incontrovertible evidence that one single UK resident has ever been forced to pay a foreign fine under real and genuine threat of enforcement by any legal process.
The practical case is that whatever such notifications say and however official and threatening they may appear there is no working mechanism in place in UK to enforce them meaning that you can regard them as invitation to pay to accede to or not as you see fit under your own personal moral compass.

Maybe not the UK , but you may get a shock as you drive off the ferry or get checked by a patrol car if you return in the same vehicle ..!!
