Are the shops open tomorrow, November 2, in light of All Saints day being on a Sunday ?

No, tomorrow is the Red Day but some shops are open. I think Lidl is and Consum up to 2:30.

Almost there and here are the Valencian holidays for 2021. Yes, there are some local ones on top.

Can I just check, is August 16th a national holiday?

Does that mean that no one is allowed to work (apart from restaurants/cafes etc)?

August 16th is a local holiday, not a national one. Restricted to the Rojales area.
Just like July 16th, this Friday, is a local holiday in Torrevieja.

You'd need to check the individual stores sites for opening times. For example, Mercadona Torrevieja is open until 1500 this Friday but Carrefour, Lidl and Aldi are open normal hours. As is Consum.

Not many places will actually close except, probably, banks and public offices.
