New law on house buying?

We have friends who rented in Spain with a view to buying in Spain, they now said they will not buy because of what the Spanish are doing to the English. I can't get hold of them as they have now gone on a cruise, has anyone heard of the new law I presume on people buying a house in Spain

Can only assume that they are referring to the tax charge on the value of the property if bought 'cheaply'.
In other words, if a house is thought to be valued at say, 150,000 euros by the authorities and because of the housing market slump
you buy it for say, 90,000 euros, the powers that be will be looking to tax you on the 60,000 euros difference.
That is it in basic layman's terms and it applies to all nationalities, not just us English.
Maybe they were on about something else but nothing springs to mind.
