Does anyone know the steps necessary to obtain an electronic DNI or a certificate to access the virtual office of Suma. At least the utilities let you simply chooses a username and password.

This is a minefield to access. All I have used it for is to get a copy of a bill for my own records. I pay through my bank rather than the Suma office. So if you need an electronic DNI or certificate I can't help you. If you want to look back at your last Suma then Google " Suma make a payment". The screen will come up with Taxpayer assistance. Under taxes then payment online the click on the 3rd item "pay with taxpayers fix number" You will then have a page with NIF /NIE so fill in your NIE number then your Fix (Fijo) number from you last Suma. Then press send and you will get last payment details. Meanwhile I'll keep an eye on this post and I would love to find an easy way. It certainly has you tearing your hair out. Good luck

The best thing to have is a digital certificate, not only to access Suma, but other websites such as Tráfico etc etc.
You can apply for one via the Spanish Treasury website (see link below), but you have to go to a Social Security office or a Tax office to prove your identity. They then send you an email with a link to download your digital certificate. This is then stored on your computer and comes up as an option when you try to get into an area of a website that needs it, such as Suma's "virtual office". I have successfully obtained a certificate, and the process wasn't too difficult! Good luck!
