From today you can now access subscription TV anywhere in the EU. Sky, Netflix, Amazon and so on will now be available on your TV here in Spain (or any EU country).
Non-subscription TV broadcasters were given the choice of making their online services like iPlayer, Catch up TV etc available and BBC, ITV and Channel 4 have decided not to so you still won't get those without a VPN or similar.

I think you've got the wrong end of the stick. That's Sky Spain which is totally different and has been out for quite a while.
The new EU rules state that if you have a pay for view contract in your home country, you can access it from abroad.

Probably didn't make it clear that you can't take out a subscription from Spain just that you can use your UK account in Spain.

However, holiday makers /short term rentals etc who have a UK Sky subscription will now be able to receive UK Sky programmes on their iPad/laptops/phones etc through Sky apps without a VPN. Unfortunately sky will continue to block HDMI connection from their apps to TV.

Sorry, but a moot point - this may not be valid too long as UK will not be in the EU shortly. This EU ruling thing has been hovering in the background for years - so they finally agree, just within a year of the UK stepping outside the EU?

Time will tell no doubt.
