I understand that Spanish lessons are free from local community centre. Does anyone know if this is correct and if so, nearest place to Quesada?

The Municipal Centre in Quesada have a list of when these are available. You register in September by going along and completing an application and show your up to date padron.
Same at Rojales town hall but not sure of the dates of registration.
