Car tax from last year unpaid by prior owner.

Hi all we are new to the forum, we bought a left hand drive car in the UK, and drove it over here, we have done everything we can to legalise it properly, we have paid for our ownership to be transferred to my name, and have hit a problem, we are told the process cannot be completed because the previous owner a Brit living in Spain, who got rid of his car to the company we bought from based in the UK, did not pay his road tax for 2017, so it now looks like we have to pay this to the Town Hall in Rosales, can anyone offer any help or guidance please? You need to contact SUMA in Rojales. They are the agency responsible for collecting local taxes in the Alicante province, not the town hall. SUMA Office is in Joaquin Gonzalez street near the church and is open in the mornings from 8:30 to 2pm and Tuesday to Friday. The lady in there is very helpful and will steer you correctly.
Unfortunately any debt on a car stays with the car, not the owner.

It's not the correct answer, but this is Spain, probably easier and cheaper to pay it
