I tried to pay my car tax at Suma but it only covers Alicante. My car was registered in almeria and thats where I have paid car tax in the past. I now live in the Alicante area. Do I need to do some kind of car transfer Alicante. Any ideas of how? Thanks.

You need to change your address at Traffico then go to SUMA and change address there

How totally bonkers is it that in 2019 a physical presence (self or agent) is required simply to update an address for a car the documents for which don't actually have an address on them anyway!

You can do it online and the link has been posted several times.
Firstly, you have to register on the padron in your new area.
Once you've done that, you can obtain a digital signature (as they call it a cl@ve or PIN) and log in to the following website.
Change of Address
You can then notify trafico, Tax Agency, Social Security, Tax Office, National Police (for you NIE and residence) etc.
You do this all in one go.
Only drawback is that it can take 2 months to have your padron recorded on the system so you have to wait that long before you can do it.
To get the digital signature go to this site
Obtaining a clave
Once you have that cl@ve you can complete loads of things online and won't have to go to any office.
You can also go to the SUMA office and they will help you collect the cl@ve.
So, A.N.Other, if you don't notify them of your address change, you'll be in the same situation as you can't pay your car tax (each municipal area is responsible for doing it and SUMA is not a department, just a collection agency for the Alicante province), how can they notify you of when your ITV is due or your driving licence requires renewal?
There is no need, in this day and age, of going to places in person. Spain is rather up to date on this (and NHS reports etc).
Might I suggest a look round the CAB (Citizens Advice Bureau) Spain website where you will pick up loads of information on how to do things.
