Whoever is the registered owner of the vehicle on 1st January is liable for paying the IVTM.
However, the bills aren't sent-out to owners until later in the year, usually some time in the spring.
If you'll be liable for paying this year's car tax then it's probably easiest to pop along to the nearest SUMA office with the vehicle registration documents and your bank account details and ask them to set-up a Direct Debit for you. When the tax is due they will send you a letter saying that they're going to debit the full amount from your bank.
When the money is debited from your account it's a good idea to print-off proof of payment and put this in with your vehicle documents so that if you're stopped you have proof that the tax has been paid. It's a good idea to do this with insurance payments as well.

I went to our Suma Office in Guardamar 3 weeks ago to set up a DD with them for my new car bought last June as I wouldn't be there when it became due, which they did, but then told me it will cover next year but wont cover this year and I'll have to go back to their office betwen 1st March and end of May to pay by card . . . Only in Spain are they unable to set up a DD within 3 Months! . . . . . I'm now having to come back In March to the Sun, Bars and Restaurants purely to pay my Car Suma - life is hell!!

Re Suma office for paying road tax - any idea if they will take cash payments. Not got my cards sorted yet and tax is due.

I agree babu it's totally unacceptable that you have to travel all the way back to Spain to pay sums,but after all This Is Spain!!

What was stopping you from paying online? If you visited the SUMA office they would have given you a reference number to do it.
