Understand the data issue, however for visiting tourists and people who stay for 90 days then leave Spain they can drive!!!!
All Spain has to do is get the Uk licence holder to prove what points they currently have, easily done.
Go back to my first point crazy situation.

As far as I understand it, new residents have 'always' only had 6 months to change their licence, although it wasn't really enforced up until about 10 years ago when the local press started to report cases of Brits being fined for driving with UK licences and there was a rush to get them changed over. Obviously those were the days before Brexit when it was a relatively simple exchange.

There have never been any mechanisms for transfer of points between any EU member states nor were there ever likely to be, national systems are too diverse and complicated for it to be so.

The DGT/DVLA checks were to establish that a licence offered for exchange was legally held, e.g. its holder hadn't been disqualified but failed to surrender their LICENCE, or had but not before first illegally acquiring a duplicate.

As you correctly say prior to Brexit systems were in place for the cross border sharing of vehicle owner details in order for fines to be issued, Spain wants that to continue but UK are saying no and until that is resolved there will be no agreement.

BoJos 'sovereignty trumps all' attitude will not allow that and that's the stumbling block.

Very properly and very reasonably Spain wishes to retain the pre Brexit ability to trace and fine errant UK drivers a lot of whom regard a UK plate as a passport to immunity.

I support Spain 100%.
