Solid blue lines - Parking bays

We were in Guardamar today and noticed one area (by the coast) that had either solid or broken blue lines to indicate where you can park.
I could see any disabled signs so can anyone advise what they mean?

It means you can park but must pay at the meter

They are the marked areas for metered parking during high season (meters are only there during this period), normally mid June to mid September . . outside of that its free.
its mainly to stop the Madrid/Spanish Influx during those Months parking there for weeks at a time and blocking access to the beaches.
