I’ve seen that when you change a uk car to spanish plates the spanish now recognise a uk mot now, dose anyone know how this changes the procedure for registering your car

You still need to have an engineer’s inspection, which will be done at the ITV station, to re-register the vehicle; and probably need an ITV as soon as it becomes a Spanish registered vehicle anyway. So in practice it probably makes no difference if you have a 1 year MOT when you start the re-registration process.

MOT has nothing to do with Insurance and the lack of an MOT will not void the insurance

If you have not a valid ITV or Mot it certainly voids the insurance,if you had an accident the insurers would refuse to pay out as the vehicle is seen as unroadworthy

Only if there is actually something unroadworthy about the car. Lack of an MoT doesn't automatically make a car unroadworthy.
However, it is very irresponsible for people who do this.

Section 47 1988 road traffic act would appear say it is illegal to drive a vehicle without mot unless you are driving it to a booked mot appointment, and your insurance is invalid whilst you have no mot,

Section 47 of the RTA makes no mention of driving to a booked appointment, or of insurance being invalid.

I don't think the OP was asking that anyway, but the topic has certainly drifted off-topic quite a bit.
Those people driving a UK registered car without an MOT or UK Road Tax are breaking the law in Spain and probably think that the worst that will happen to them is that they'll get their car seized if they are stopped, plus maybe a small fine and the loss/gain of a few points on their licence. They probably figure that this is cheaper than spending money on a Spanish registered car, or putting their car through the re-registration process.
What they don't realise is that if they are involved in a serious or fatal accident (which isn't that difficult given the amount of pedestrians who look the wrong way before crossing the road, or the arrogance of some cyclists) then they will probably end-up in prison. If they've flouted the rules regarding vehicle safety and tax for a number of years then the courts will take a very dim view of their actions and want to impose a custodial sentence as an example to others.
