Hi,
What I think you are hearing is the opening & closing of the shutters leading to the filter boxes of a nearby swimming pool. When it's windy, or the skimmers are in operation, or someone using the pool the ripples cause these shutters to flap backwards and forwards to let debris into the filter baskets behind them.
