Why not put labels on the bins - No garden rubbish!?

So often we find the bins full up with garden rubbish, plants and even large tree branches!
I am wondering why the council does not put self explanatory labels on the bins - Possibly with pictures with a cross through them, for those who do not understand Spanish.
I have seen the bin disappear, at times, and then see it in someones garden where they are filling it with all sorts of garden vegetation. This is selfish & lazy and means that those of us with a bag of household rubbish have to walk to find another bin further away. Has anyone else seen this?
I have to say those who I personally see doing this are generally non English/ non Spanish speaking. Could it be that in other countries this is what they do and they don't know the rules? If so then the labels are needed to explain to them that this is not acceptable.
I'm not talking about a small bag of well cut up cuttings (although these are really not supposed to be put in the bin they don't take up too much space) I'm talking about big branches which fill up the bin and are sometimes not even cut up, so they overflow and stick out of the bin, before anyone gets a chance to put their normal rubbish in. We saw a whole small tree in our bin once hanging well out of the bin and nothing much else could get in there!!

I printed my own, English and Spanish. Seems to have improved situation considerably. Problem is some people , including English, think it doesnt mean them.

Good idea. I think a picture as well would work well for those who don't understand English or Spanish.

It works for the permanent owners.
Not the rest.

Michelle. In your question regarding garden rubbish, first you need to go to the town hall and get a licence, upstairs where you get padron from, take your passport.then you can take your garden rubbish up to the skips opposite the aqua park,show him your licence and he will tell you what skip to put your rubbish in.

Does it cost anything to get the licence? I presume it applies to non-residents as well? Do you need to get a new licence each time to want to dispose of garden rubbish?
We are coming over in March and will probably need to prune our Bougainvillea and maybe get rid of some weeds so we will need to get dispose of them.

No, the licence is free. When we got ours we had to show the padron as it is to stop people from other areas dumping their stuff, especially gardeners. And, no, there's no expiry date on the licence.
