Building regulation, standards compliance

Hi all.
Does anyone know who polices new build properties to ensure that building standards are being adhered to?

In the UK (Scotland) I know the local council's Building Control department would do this and issue appropriate completion certificates if the standards are met. Is there an equivalent in Quesada?

i am aware that building regulations have only been introduced in Spain relatively recently, but there must be some authority who administers this.

I suppose a good place to start would be the councils planning dept?

The architect is responsible for the build and regulations.

The architect is responsible during the build process. Also each pour of concrete has to have a test certificate to ensure it complies with the earthquake regulations. The town surveyor has to sign the build off before the building is legalised.
