Drop Kerbs

I have recently been told that i need a VADO before i can have a dropped kerb or gates fitted, is this true?
Can anyone recommend an installer as i have been quoted 1100 euros for a 2mx1.6m high sliding gate.
I live in blue lagoon.

Its the opposite... i live in Lo Pepin which is Rojales area. I needed a dropped kerb, which was inspected by the policia local, before they would grant me a vado. After all, you cant get your car onto the drive without a dropped kerb.

Thanks for that. This was my builder who told me, you now cannot install a drop kerb until you have the licence from the town hall. So everything is on hold now until i can sort that out.
