Convenio Especial illegal ?

If the 2012 royal decree on the decision to withdraw healthcare for non Spanish EU residents of non pensionable age was ' FRAUD' and therefore illegal, does that mean we will get out convenio especial payments reimbursed? As well as our prescription charges? when the Universal Healthcare Law of July 2018 is implemented.
