No they don't & they use a lot of electric, well ours did when we had them, couldn't wait to get shut to be honest.

I find the opposite although I only have a 2-bed 1 bath apartment. I have 3, one in the living room, 1 in the hallway and 1 in the bedroom. They are 400 watts each. I also have the Iberdrola 8-hour tariff from 8am to 1pm and then again from 7pm to 10 pm. On a normal day I have the living room and hallway panels on during off peak and it costs 6 cents an hour for both.
If I run them during peak hours it's 13 cents an hour. I only use the bedroom one if it goes below about 5 degC.
If I need an extra backup I put the aircon unit in the living room on for an hour.
It works out really cheap for me.

We didn't have the 8 hour tariff, just the normal rate. We had to leave them on 24/7 too so that's why they cost so much to run. We had to leave them on otherwise the house, just a small 2 bed detached, was freezing & we found those heaters weren't really up to heating from cold, they kept it reasonably warm once you got it up to temperature but as i said, they had to be on day & night. To be honest we use our air con inverter units as a comfortable, reasonably priced form of heating.
