I strongly doubt that you personally know 'dozens' but I did say that each case will be different so it's possible there may be those who do have sufficient savings to persuade a consulate to grant a visa but I would argue that most will not be in such a happy position and it's for them that savings alone are 'unlikely' to cut the mustard.

Both in the old days of residencias and more recently TIE's staff scrutinising applications were able to exercise judgement when evaluating sources of income and consulates can do likewise.
