We have tried bottles filled with water, cat spray and granules all to no avail, does anyone have a suggestion.

Cat alarm? They give out a high pitched noise which can't be heard by humans. They are movement activated and have a good spread of about 120 degrees.
(alternatively, a high pressure car washer does the trick but you have to see them first. Before someone sets the Spanish SPCA on me, keep your cat from messing in my garden, digging up my flower beds to use as a toilet and spraying all over my gazebo curtains)

Tea bags soaked in Jeyes fluid and put where they go, they hate it and give it a wide berth

Citronella, Lemongrass, Eucalyptus and Lavender are plants that will deter cats and with the benefit of detering Mozies as well.

I tried tea bags soaked with jeyes fluid but the cats just scratched them away, in the end I sprinkled hot chili powder everywhere, not nice I know but at least it got rid of the cats !
