Asking for a friend. If someone undertakes some work on their property which results in them being able to completely overlook someone else's and infringe their privacy, does the affected person have any recourse or right to complain, and how would they check if the works being done are legal? Thanks.

I do think even in Spain you have a right to privacy.
If your friend is not keen on approaching them, they can go to the town hall anonymously with photos of the work and the plot/house number, the pictures will show the planning officer what’s happening and they will probably come with a drone and stop the work if it’s not legal or no planning has been applied for. If the person is aggressive, simply say you know nothing about it. The council would probably say whenever they see building work they check it out for planning, so your mate should be ok.
I heard the fines can be high for illegal builds. But I’ve never had any experience of it.

If you make a complaint against some one to an official body, you have to give your name and possibly address , so I was told , and have done.

The friend in question has a property which they have owned for a number of years. Now, a neighbour opposite, has decided to build a extra floor and put in a window which will enable the neighbour to overlook almost the entirety of my friends garden. Naturally this is of great concern to them, so they wish to know what they can do about it. Surely people can't just do these things without any consultation to other who it may effect?

Advice and help appreciated.

Are they part of an urbanisation, they have to have there permission from there neighbours, do you keep your solicitor on a retainer, if they are that bothered stop it before it goes to far, any decent neighbour asks first, bet it’s illegal

The villa we have had that situation with the villa next door before we bought it. We were told all the other villas that this property neighbours objected. Didn't stop it being built. Best thing to do plant fast growing trees as we have
