Also I would ask what the legal aspect would be if living within a Community & looking after dogs for a fee, similar to kennels but without registering or following the regulations

If somebody is looking after dogs for a fee that's working so if their not paying their dues it's illegal.

That's not what the poster asked, surely it is nothing to do with you?
