If you are subject to a complaint from another resident and it goes against you can you ask the town hall to intervene
We asked out chairman for written permission to install glass curtains and he gave me a written note to say he had no objections and did not feel the need to ask any one else
He as gone home for what ever reason and now the Comunity are now saying he should have gone to them

Permission should have been decided at a community committee meeting or the AGM. It may be your president was given permission at an AGM to make such a decision outwith a meeting though.you should check your Standing Orders and with your community Administrator to check what is allowed or not. From what you say I'm assuming it's a neighbour who has complained in which case the complaint would need to be put on the agenda at a community AGM meeting where in my view written permission from the President would stand you in good stead. However, your Standing Order should say what height such a structure should be and whether council permission was required etc. Check with your community Administrator

If the glass curtains are at the rear of your property (or what is classed as the rear) then providing any neighbours that are overlooking you have no objections, then there should not be any problem. If, however, it is at the front - then yes it has to go before the yearly AGM for approval.

If approval has been given to install glass curtains to another owner you you are automatically allowed to instal them however you will still need to inform the council as you will need a licence

We have a ruling on our Community that if an owner wishes to have work undertaken on their property, that has been previously undertaken by a neighbour then a precedent has been set, and you just need to ask the President and your immediate neighbour if it is ok to continue with the works,

JPeg as far as I am aware no one on our Community has been to the Town Hall for a licence, I always thought that glass curtains were not a permanent structure, so therefore did not need a licence.

The Townhall requires that if installing Glass Curtains then you must inform them as you are increasing your living space and you will be subject to an increase in tax
That is why they are using drones to look for all alterations made to properties they will catch you in time and they can go back a long time , The four year limit does not apply

On our community , we have to submit the application for any outside alterations to the AGM and it has to be unanimously voted for before permission will be given.

It is normal procedure for the President to check with the neighbours to see if they have any objection,if not then work subject to a license being acquired from the town hall work can proceed.

Jpeg you are correct officially if you knock a nail in to your property then you need either a small or large work licence depending on the size of the work there is exceptions.

Glass curtains require a minor works licence, but installers will not necessarily warn you of this beforehand. We had ours done this year. It's a simple procedure at the town hall with a relatively small cost. Not everyone gets one, but better safe than sorry we decided.
