Construction company "markers"

I noticed yesterday that construction company flags are up by the roundabout at the top of C. Lugar Sector, where it meets Calle Pico Santa Barbara.

That normally signifies imminent building work - does anyone know what the plans are for that area? The land there seems to go down almost as far as the golf course.
