True, but there is logic to what to says.
Economies around the world are already in serious trouble. No evidence or even discussion on a cure, just a potential vaccine and more than one scientist saying the virus itself is here to stay.
That on top of viruses rarely finding cures or really good vaccines, for example the flu, mutates each year, different strains etc and the vaccine not always beneficial and you do need to consider this virus is likly to be the same. Here forever, yes a vaccine but probably required yearly and never a complete safeguard and you can understand his view that we need to start learning to live with it.
Lockdown is more than likely just delaying it and in the meantime economies and lives are destroyed and other serious illnesses like cancer etc delayed causing more death and suffering.
Its a difficult balance that any government needs to make, but at some point they will all run out of money if they continue locking down and crashing their economies for much longer.

I see in today's El Pais that a deal has finally been reached with Madrid Local Government and the Central Government whereby cities/towns who record 500 cases per 100,000 will be confined. Obviously this won't apply to too many towns locally in Alicante Province except Elche Alicante

The central government will only intervene in towns with a population over 100,000. All other places will be down to the autonomous community for decisions.

There are 10 municipalities in the Madrid Region with severe restrictions, not allowed to leave your health area, bars to close at 10pm and so on. The average rate in these places is 892 per 100,000 over the last 14 day and have approximately one third of all cases reported throughout Spain in those 14 days.
As you mentioned Alicante and Elche, they are showing a rate of 137.96 and 141.06 respectively in the last 14 days.
The Vega Baja has a rate of less than 30 per 100,000.

The 10 affected municipalities are Madrid, Getafe, Fuenlabrada, Alcorcón, Parla, Alcobendas, Alcalá de Henares, Leganés.Móstoles and Torrejón de Ardoz.

A BOE has been published outlining the restrictions on any town with a population of over 100,000 and a rate of more than 500 per 100,000.
There is only one town outside the Madrid Region that falls under this category.
The restrictions in place for these towns are:
The entry and exit of people from the municipalities will be restricted except for those displacements, adequately justified, that occur for any of the following reasons: a) Attendance at health centers, services and establishments. b) Compliance with labor, professional, business or legal obligations. c) Attendance at university, teaching and educational centers, including nursery schools. d) Return to the place of habitual residence. e) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people. f) Travel to financial and insurance entities that cannot be postponed. g) Required or urgent actions before public, judicial or notarial bodies. h) Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed. i) Taking exams or official tests that cannot be postponed. j) Due to force majeure or situation of need. k) Any other activity of a similar nature, duly accredited.
The circulation by roads and highways that pass or cross the foreseen municipalities will be possible, as long as it has origin and destination outside of them. The movement of residents within the indicated municipalities will be possible, always respecting the established individual and collective protection measures.
2) Participation in groups of people for the development of any activity or event of a family or social nature, both on public roads and in public and private spaces, will be reduced to a maximum number of six people, except in the case of cohabitants , and except in the case of work and institutional activities or in the case of activities in which specific limits or measures are established.
3) The activity of the playgrounds for public use will be suspended.
Regarding the capacity, it is established that in places of worship it will be one third; in wakes, a maximum of fifteen people in outdoor spaces or ten in closed spaces, whether or not they are living together. In establishments, commercial premises and services open to the public: a capacity is reduced to 50%. The closing time may not exceed 22:00.
In hotels and restaurants and gaming and betting establishments, the maximum capacity will be fifty percent indoors and sixty percent outdoors. Consumption at the bar will not be allowed. Tables or groups of tables must keep a distance of at least 1.5 meters from the chairs assigned to other tables or groups of tables. The maximum occupancy will be six people per table or group of tables and new customers may not be admitted after 10 p.m. and the closing time may not exceed 11 p.m., except for food delivery services to home.
The playgrounds and gardens will be closed to the public.
In sports facilities, both outdoors and indoors, the maximum capacity will be fifty percent indoors and sixty percent outdoors, and group sports will be reduced to a maximum of six people.

As replied to on another thread, the restrictions currently in place regarding nightlife, groups meeting, smoking etc are being extended for a further 21 days.
Due to increased spikes in Orihuela and Elche, more restrictions will be put in place in those areas including family groups of only 6 being allowed to meet. This will not include Orihuela Costa or Torremendo but all other Orihuela and Elche districts.

The new restriction will be published this afternoon and come into effect from midnight tonight so I'll keep an eye our for the DOGV. The extension to the restriction currently in place in our area until 19th October will now be extended from then until 9th November.

Valencia has published a DOGV (official bulletin) extending the restrictions in the Valencia Region and putting more restrictions in the Elche, Orihuela (but not Orihuela Costa) and Guadassar (Valencia) areas.
The new restrictions which are only for those areas are:

Social and family group meetings restricted to 6 people except for cohabiting families. This restriction is in both private and public places.
Wakes are limited to 25 people outdoors and 15 indoors. Actual funerals are limited to 15 friends and family in addition to the person performing the funeral.
Church services to be limited to 50% capacity. No worship outside the church and no hymns are to be sung.
Weddings are limited to 50% capacity in any venue.
Playgrounds will remain closed. Outdoor sports areas can be used provided no more than 50% capacity.
Gardens and parks will be open from 8am to 10pm.
Shops, less those in shopping malls, are restricted to 50% capacity. In the case of multi floor shops then 50% per floor.
Markets are restricted to 50% of stalls and capacity.
Shopping centres are limited to 50% capacity. Rest and recreation areas are not to be used except for transit. Playgrounds are to remain closed.
Hotels and restaurants are limited to 50% capacity both inside and on the terraces.
No more than 6 at a table with a minimum of 1.5m between tables.
No standing at bars to consume food or drink.
All hotels and restaurants will stop entry at 2200 and will close at 2300 and no orders after 2200.
Masks are to be worn inside and outside restaurants and hotels except during consumption,
All common areas in hotels and tourist accommodation not to exceed 50%.
Cultural activities, museums, exhibition halls, educational activities, monuments, castles etc not to exceed 50% of capacity.
Cinemas, theatres and concert halls may open with no more than 50% of capacity both indoors and outdoors with the social distancing being maintained.
Inside non professional sports facilities may open with 50% of capacity and a maximum of 30 people. Showers and changing rooms are not be used and no public spectators will be allowed. Outdoor sports facilities with a maximum of 100 participants as long as 50% of the capacity is not exceeded.
All other places like zoos, aquariums etc limited to 50% capacity. Tour guides may not take more than 15 people.
Gambling, bingo, casino etc limited to 50% of capacity and must close at 2200 hours.
Business meetings, conferences etc limited to 50% of capacity. This includes all public buildings including courts.
Recreational pools whether for the public or in urbanisations will be limited to 50% capacity both in around the pool and in the swimming area.
Showers and water fountains may not be used around pools.

(I should put this in capitals) - The sale of alcohol in any establishment including retail stores is banned from 2200 and 0800.
Visits to residential areas are suspended except for those strictly necessary for medical reasons or in the case of imminent death. All contact with relatives will be limited to video or voice calls.

Well, that's a fair bit but remember, only in Orihuela and Elche not around here. Valencia City keeps its restrictions and we keep the ones that have been in force for the last 9 weeks.

The number of cases in the Valencia Region rose to their highest amount on Tuesday since the pandemic began.
Because of this, the Generalitat (Valencia Gov) of Ximo Puig is advocating a curfew be brought in throughout the region.
There were 1,318 new cases and 5 deaths recorded on Tuesday with 31 new outbreaks (an outbreak affecting 3 or more people from one group). There has also been an increase in the number of patients admitted to hospitals and to ICU.

Many parts of Spain have introduced certain extra restrictions including the closure of all establishments at a certain time. Navarra had closed all establishments, including petrol stations, from 2200 to 0600.

Valencia is considering a curfew in the region from midnight to 0500 because of large street parties (bottles) continuing to take place. The President of the Region (and other regions) is urging the central government to issue a new state of alarm and that the curfew be brought in under this throughout the whole of Spain but he has not ruled out declaring a curfew autonomously.

As the courts have previously decreed individual restrictions to be illegal when no state of alarm exists, this may not happen but it could if the central government either issues a nationwide or regional state of alarm.

The central government under Pedro Sanchez has been a bit busy at the moment and is currently fighting off a vote of no confidence by Vox, the right wing political party, on the handling of the Covid-19 pandemic.

If the curfew is mandated I will inform you on here.

The Madrid council will be meeting tomorrow to decide on whether to impose a curfew. At the same time, the central government will meet the leaders of the regional governments to decide on whether to make this a nationwide rule. The President of the Valencia Region has already said he would be in favour of a curfew but the Canary Islands government has asked that they be given an exemption.

Puig is meeting with the courts today to check on the legality of a curfew from midnight to 0600. He is particularly concerned about the increase in cases, especially in the Alicante province which, in just 3 days, has gone from the least affected in Spain to the 3rd highest. He is proposing the curfew will last until December 9th to try and cut the number of cases down before Christmas. Sixty municipalities in the Valencia Region now exceed a higher death rate than the Spanish average. (of all the towns listed, I only recognise Daya Nueva, Daya Vieja and Dolores in the Vega Baja).

Big Halloween parades and festivals have been cancelled in the Region except for the one in Elche which is still planning to go ahead with its annual monster parade. The decision on whether this will also be scrapped will be made over the weekend.

A study has shown that 7 out 10 outbreaks of the virus have occurred in family and social gatherings. The government has requested that the maximum number of 10 in a group should be limited to family members only.

Another open front is private parties in homes. In this case, the Consell recommends that family or social gatherings in private spaces do not exceed 10 people. The municipalities demand responsibility with private parties in homes, difficult to control, and that sanitary measures are respected: capacity, distances, wearing masks and not smoking.

Regional employers and unions have given their backing to a curfew from midnight to 0600 until December 9th as the times will not adversely affect shift workers.

The meeting of the Interterritorial Health Council has ended and no announcement has been made regarding the curfew.
The Valencian Min of Health was due to give a statement at 1900 this evening but it was cancelled at the last moment. She is now meeting with the President of the Valencian Region to pass on the results of the meeting.

The Valencian President has said he will not wait for the government but will declare a "night confinement" (the Min of Health doesn't like curfew as it sounds a bit military) which will effectively ban people from leaving their homes between midnight and 0600 except to go to a place of work or to care for dependants will be exempt.

He is now going to the Supreme Court of the Valencia Region for the legal framework to make this happen and it is expected that a DOGV will be issued bringing the curfew into place at the beginning of next week until 9th December. It is hoped the measures will allow a "normal" run up to Christmas and he has expressed alarm at the increasing rate of hospitalisations (up 40% over the last week) and some ICU in the region reaching saturation point. Another 1,000 cases were announced today with 50 outbreaks and nearly all of family of social origin.

The DOGV may specify more restrictions such as in the amount of people being allowed to gather but this could just be in certain areas.

Not all doom and gloom for us. All the municipalities around us are in the green with low levels except for Almoradi which is on amber. Places close to us, like Elche, Santa Pola, Dolores and Orihuela have crept into the red with more than 200 cases per 100,000 population over the last week.

There may be an announcement tomorrow on when the "curfew" begins.
