There was a meeting of the regional health ministers today. Some regions requested complete home confinement but the Minister of Health, Salvador Illa, said there would be no national measures on that scale. He did say the regions could take the decision to do so if they deem it necessary.

The President of the Valencian Community, Ximo Puig, said they had no plans at the moment to introduce home confinement. However, he said the Valencian Consell would meet tomorrow to discuss measures which could include further restriction on the hotel and restaurant trade, the limit of mobility between certain towns and the numbers allowed to meet in groups which is already restricted to 6. He said the measures agreed will be announced on Friday.

The Valencia Community recorded 1,804 new cases in the last 24 hours and 21 deaths of which 11 were in the Alicante province, the highest since mid April, and 596 of the new cases.

In the Rojales area, there have been 18 new cases reported in the last 14 days and 17 in Benijofar but no deaths in either municipality during that time.

Murcia, along with some other regions, have closed bars and restaurants except for take away or home delivery.

You may see a huge rise in cases and deaths recorded in Spain at 25,042 cases and 1,629 deaths. This is not the figures from the last 24 hours but a correction in previous data and now counting all deaths outside hospitals as well.
The large number of deaths are actually recorded from the end of the state of alarm in June.

The real number of cases in the last 24 hours was 19,937 and the number of deaths 297.

The Valencia gov has announced that Elda and Petrer, two towns in the Alicante province, have been closed for exit and entry due to the high number of cases reported there recently. The confinement of those two towns will begin tomorrow and last for 14 days but does not impose home isolation.

The decree issued also extends the confinement of the Valencia Community, which we already knew about, from today for another 7 days until November 13th. It has, however, allowed the movement of organised sports teams and official to take part in accredited and official competitions.

Capacity in retail stores, except supermarkets, and inside restaurants is now limited to 30% whilst the restaurant terraces are limited to 50% throughout the whole region. Shopping centres and supermarkets are limited to 50% capacity in its stores. This will take effect from midnight tomorrow.

Weddings and funerals or other specific religious ceremonies are limited to 30% of capacity.

This is published in the Valencian Decree 16/2020 dated today.

I need to clarify some dates. On the TV news I'm sure the spokesperson said 14 days for the restaurant and shop restrictions as well as the confinements but one of the Spanish newspapers is saying until December 9th which is a month.

The DOGV states the confinement of the Valencia Region with no movement in or out has been extended by 7 days from today until the 13th November.

The restrictions on movement in or out of Elda and Petrer will be for 14 days as from tomorrow so that takes it up to 21st November.

The number allowed to attend wakes, weddings and other religious ceremonies takes effect from tomorrow for fourteen days.

Unless I'm missing something, the DOGV does not give a time limit for shops and restaurants but does mention previous decrees which laid this down.

Ah, right, seen it now. They have also issued a separate DOGV 8946.2020 also dated 6th November. This lays down all the restrictions in force from not smoking in public places without a 2m distance, the wearing of facemasks being compulsory in all places, the number allowed in private vehicles (still all seats to be occupied but facemasks if not from the same household), in taxis (all seats can be occupied but facemasks to be worn by everyone), the 30 or so municipalities in the Region which have extra restrictions, the restrictions on group meetings limited to 6 and the restricted areas in bars, restaurants and retail establishments are extended from midnight 7th November until 2359 on 9th December.

Yes some restrictions are due to end on Friday so they will either be renewed or stricter measures will be introduced. Cases are now running around the 700 mark so that is not good news. The possibility of total lockdown is being mooted by political observers.

I noticed an article regarding wearing masks or non wearing of masks in vehicles up to 9 seats. The new regulation appears to be saying all seats in the vehicle may be occupied and the occupants only need to wear masks if the driver is in an at risk group. Before this only members of the same family were not required to wear
Masks.

the focus is now on passenger transport in vehicles with up to nine seats. If a situation like this occurs, it is allowed to occupy all the rear seats of the vehicle, as well as those offered in the driver's row of seats, when the rear seats have previously been exhausted. Here comes the great news except for the situation described. Everyone must wear a mask if the driver can be considered a person at risk for a coronavirus infection.

To date this specification of "person at risk" had not been added in any regional or state regulation. Therefore, if the driver is within the population at risk, the rest of the occupants in a nine-seater vehicle must all wear a mask.

Oh dear.
Perhaps reading the DOGV might help.

It states that in a public transport vehicle of up to 9 seats, all the rear seats may be occupied. The front seat alongside the driver may be occupied if all the rear seats are in use unless the driver can be considered in the at risk group.

In all the cases provided in this section, the use of a mask is mandatory for all occupants of the vehicle unless they live in the same household


In other words, if you get a taxi you have to use the rear seats. If all those are full, you can sit in the front if the driver is not at risk. It explicitly says people from different households must wear a mask.

I think it would be better if Marcliff had a ‘sticky’ for his valuable and accurate updates. After all they are a statement of fact. Any questions could be handled via other threads.
Hopefully this would stop those who seem to be wanting to ‘steal a March’ on Marcliff, often so keen to do so that they feed information that ignores the facts.
We are privileged to have someone like Marcliff on this forum, he obviously puts a lot of work into providing us with ‘accurate’ information. Please don’t let those who are in a hurry to upstage him, spoil it for the rest of us.
