At last the longed for BOE has been published which opens Spain's borders to non essential travel from the UK. So at 1 minute into 24th May the borders open for some 3rd countries for non essential travel.
In view of the foregoing, and after consulting with the other affected ministries, Order INT / 657/2020, of July 17, is modified in order to include the United Kingdom and Japan in its annex. The entry into force of this change is set for 00:00 hours on May 24, 2021.

By virtue of it, I order:
Unique article. Modification of Order INT / 657/2020, of July 17, which modifies the criteria for the application of a temporary restriction of non-essential travel from third countries to the European Union and Schengen associated countries for reasons of public order and public health due to the health crisis caused by COVID-19.
The annex to Order INT / 657/2020, of July 17, which modifies the criteria for the application of a temporary restriction of non-essential travel from third countries to the European Union and Schengen associated countries for reasons of public order and public health due to the health crisis caused
by COVID-19, is modified as follows:
«Third countries and special administrative regions whose residents are not affected by the temporary restriction of non-essential trips to the EU through the external borders in the terms included in this order:
I. States
1. Australia.
2. Israel.
3. Japan.
4. New Zealand.
5. Rwanda.
6. Singapore.
7. South Korea.
8. Thailand.
9. United Kingdom of Great Britain and Northern Ireland.
10. China.
II. Special Administrative Regions of the People's Republic of China
Hong Kong SAR.
Macao SAR. »
Unique final provision. Effects.
This order will take effect from 00:00 hours on May 24, 2021.

BOE now been posted 3 times today. However, look at the bit that says:
At present, a modification of Recommendation (EU) 2020/912 is being debated within the Council of the European Union, which is foreseeable that will allow the inclusion of the United Kingdom and Japan among the countries exempt from restrictions. Several Member States already place them in that privileged position.
This is being debated by the EU today and a report in today's Guardian is saying:
A decision in Brussels to add the UK to an EU “white list” of countries from where tourists will be welcome this summer is to be delayed, it is understood, due to concerns over the Covid variant first identified in India.
EU diplomats were expected to use a new lower threshold of infection cases to extend the list of countries at a meeting on Friday but sources said that the decision will be put back by two weeks.
As put on one of the other posts, let's not get too excited yet. Of course, Spain could unilaterally open its borders to UK citizens and implement the BOE but we're back to a wait and see situation.

Apparently its now reported that the EU has agreed to open borders to non EU countries and will produce a list of those acceptable countries next week, also saying the UK will meet that criteria and that the EU will accept official proof of vacination from 3rd countries, alongside the EU digital passport once issued in June.

Marcliff I took the bit about the EU to mean if you can satisfy either of the 3 criteria i.e vaccination,PCR or have had Covid in the last 6 months. Spain was going to open up to the listed 3rd countries anyway with the PCR test. It would of course be much better with the vaccine Cert as most people travelling will have that. Hopefully the UK will have some kind of link to the proposed EU Cert and save any confusion with Border Control who seem to be as rulebound as Traffico.

Marcliff, has Sanchez just announced entry is from the 7th June , someone has told me yes he has?

That's for all countries where they can prove they have had both jabs.
UK and Japan will be allowed in from 24th May (next Monday) but still confusion about any tests being required.
Some papers saying no PCR or proof of jabs, others saying the Spanish government have amended it and a negative test will be required although I can't see anything official about that.
It's why I'm leaving it for the moment until the air clears and, hopefully, it'll all come out in the wash.

Thank you for clearing up the 7th June question, just need the clarity on test or no test, my son has to have a negative. Pcr for entry into Portugal plus he had downloaded the nhs port of of vaccination which also contains a QR code, be good if Spain requires the same

I find it rather unusual that proof of having both jabs or a negative test will be required from all countries, even those in the EU, but not from UK. Sanchez did say "with no restrictions" but the BOE does not say the requirement for a negative test has been cancelled just that the rule on non-essential travel has been rescinded.
I'm sure it'll all come out in the wash.
