The Local Police of Guardamar del Segura informs drivers with a British driving license residing in Spain that:
From 01/01/2020 the extra-community regulations will be applied to them, for which they MUST CHANGE the driving license for a Spanish one before the end of the year

As of 01/01/2022, the extra-community regulations will apply, for which they MUST EXCHANGE the driving license for a Spanish one before the end of the year.

If you were a UK citizen, residing in Spain before 31 December 2020 and you registered your intent to exchange your driving licence for a Spanish one, you may do so, officially, befor 31 December 2021. However because of the backlog the general consensus it that you should exchange licences asap. You may continue to drive on your UK licence until the end of 31 December 2021.
Until UK and Spain come to an agreement about exchanging licences, you will not be allowed to drive in Spain from 1 January 2022 unless you already hold a Spanish licence or take a Spanish driving test to obtain one.
You may take the theory test in English, but must do the practical in Spanish.
If you are newly resident in Spain, you may drive on your UK licence for 6 months, after which you need to obtain a Spanish licence.
It is likely that the UK and EU will come to some arrangement eventually. I believe the stumbling block is the lack of access to UK records at DVLA to check if drivers are eligible, and also to carry accross any penalties accrued. DVLA seem to be snowed under with work post lockdown, and so, this may take some time.

Bit of a pointless pronouncement seeing as (currently and for the foreseeable future) exchanges are not possible!

Although not an expert on this it is exactly how I was told the situation is.
