This happened to me when we first bought our apartment 17 yrs ago.
Luckily my neighbour, who kept an eye on our place, spotted that the meter wheel was turning even though our electric was isolated in the house.
He called Iberdrola who sent someone out and he noticed that next doors wiring and our wiring was the opposite way around in the meter house, whether this was builder error or the guy next door that did it we will never know but Iberdrola paid an amount back into our bank.
I would go and speak to them first.

We are having a very similar experience with Iberdrola at the moment,we moved permanently to Spain on the 3rd November 2018. The first month on 11th Nov they took a payment of €78.80, on the 11th Dec they took a payment of €125.70, on the 11th Jan 2019 Iberdrola took a payment of €178.44, then on 11th Feb they took another payment of €178.77 obviously by now we are extremely worried and skint!!
So last Monday we took metre reading ourselves after taking a photo with our mobile phone, the reading was 7190 and headed to the Iberdrola office. Patiently waited our turn and started to explain about the excess payments being taking from our bank account,in which the young lady stated afew times this was NORMAL......really!!!
Anyway to cut a long story short we nearly believed her until we told her we hadn't even received any Bills from Iberdrola,so she stated printing off copies of the bills for us when her eyes nearly popped out her head!!..........Iberdrola actual reading for our property were 3120...She kindly Help us put in a claim for the refund of our money and changed us to a night and day tariff...So watch this space been told the claim MAY take 3 weeks to come through, wonder how Iberdrola would have felt if they had to wait 3 weeks for me to pay them.Still waiting on iderdrola to come and check the metre as I actually think we have paid the whole community electricity...Good Luck with you enquire.

Hi,
Up here in Bocairent, (still Spain), we're back to the older system, it seems, of taking monies every month, although the quarterly payment is for usage.
ie 134,60 & 16,00 approx.
We are digital now but our meter is still indoors - our choice. We've been here since 2003 and credit where credit is due, when we had to go into the Iber. office, seeing them face-to-face in Onteniente during the recession, they were brilliant.
But they, like everyone, have their moments! Good luck with everything. Helen x
