Report it to the Town Hall but remember that the person you complain about can ask who reported it and the Town Hall will tell them

OK rephrased "DOES your friend KNOW it's illegal" is that better?

I can't understand why some people who use this forum are so sensitive. I've never known a forum like it!

I thought the original question from Bee was an entirely appropriate response. Clearly reporting an illegal letting when it is not illegal will cause all sorts of problems for the innocent landlord/property owner. So, asking if the person is sure of their facts is entirely reasonable.

As stated by A.N.Other: (Is it interfering with their life or are they just out to make trouble?) if it's the former then contact the owner, in the past I've solved the problem of bad tenants by contacting owners, basically tell them what you want stopping or don't like about the situation.

Then tell them that if it is not sorted out you will report them to the Hacienda, because 90% of landlords don't declare the rentals chances are they are illegal letting, also mention that the Hacienda will estimate that they have been letting the property for at least 4 years, then they will tax them accordingly which will be 1,000s of euros.

Always hit them in the pocket, it works every time.

Hi easiest way, if it has occupants now is call the guardia, they will go and ask for relevant documents including holiday let number
