Padron and SIP
Padron and SIP
by Matt B » Wed Aug 02, 2017 10:07 am
Hi, Does any one know what documents you need to take to get the SIP card. Also what does a Padron document do? Assuming we need this, what documents do you need for this document? Is there any other cards, etc required? We have a house here and use it during / throughout the year.
I assume that we need to take our NIE document. My solicitor has email a copy of it will this suffice to obtain the above documents? Any advice appreciated.

There are loads of thread on this topic.
However, it will depend on how old you are, if you are permanent or temporary or a fiscal or non-fiscal resident.
If permanent, you should be on the register of foreign EU citizens resident in Spain or residencia as it is commonly known.
With that you can sign on the padron at the Rojales town hall, this is the equivalent of the electoral roll in UK.
If you are temporary then you shouldn't be on the padron but Rojales still allows you to do this (they get an allowance from the regional government for each person on the roll). For that you will need your residencia card or, if you haven't got one, your NIE cert (in date), your passport and proof of address such as house deeds or long term rental contract.
Once you are on the padron, you can apply for a SIP (health) card also from the town hall but the lady who does it is only there on Monday and Thursday mornings (but it is August so you need to ask at reception - be aware that the town hall reduces its hours during August).
If you are over pensionable age you will need an S1 form from UK (0044 (0)191 218 1999) who will send the completed forms to your Spanish address. You will need the padron, your passport, the S1 form and your EHIC card.
If under pensionable age, you should not be able to access healthcare for free but, again, Rojales will allow you to do so and will issue a temporary card (valid for 3 or 6 months depending on the circumstances which can be renewed). This card will be dealt with on the same basis as the EHIC and should only be used for visitors. This temporary card simply cuts through having to use the EHIC every time you visit the doctors.
If you are under pensionable age and living here permanently, you should get private health insurance (you can't get residencia without proof of health insurance, either privately or paid for via the S1).
This system also works for Spanish people who have not paid into the Spanish social security system as well.
Only one of you needs to be over pensionable age as the spouse will be classed as a beneficiary.
If you are a non-fiscal resident (not paying income tax here) then you will pay for your prescriptions on a percentage basis. Once a fiscal resident (and have completed a tax return) the prescriptions will be charged depending on your income (under 18k a year they are free, over that and over 65 then 10% of the cost).

Thanks marcliff for your comprehensive response. Do I need to be on the pardon to use other services such as regional services (an example being the local recycles services -tip).

According to previous posts you dont need to be on the padron, you just need to take your passport and proof of address to the town hall.
