Our holiday home was in San Luis and Torrevieja would not allow us to be on the Padron. When moving to Spain permanently and coming under Benijofar we were encouraged to get a Padron. Which shows different areas have their own rules.

Martin the artist wrote:Some towns insist on residency before padron and others insist on padron before residency - there is no right or wrong, but if you want to buy a car, vote in local elections etc, you have to be on the padron - town hall's books if you like.
I’m a non resident and because of that I’m not on the Padron. I have owned two Spanish registered cars and being on the Padron is NOT a requirement to buy or register a car if you aren’t resident.
I’m on the electoral roll in London, because that’s where I’m habitually resident, so that’s where I’m entitled to vote. If I voted in Spain I’d be committing electoral fraud, as I have no right to vote in Spanish elections because I don’t live there.
Our Spanish home is near Villamartin so comes under the Playa Flamenca town hall and they (quite rightly) do not allow people who aren’t habitually resident in Spain to register on the Padron.

Just get on the padron for the sake of the area and all in it, it benefits everyone in our area it does not mean you have to vote!

You can only vote in your town's elections of course, but you can't vote in Spanish elections unless you are Spanish, or have adopted Spanish nationality, so obviously you vote for your own birth country's national elections - unless you have been out of UK for 15+ years!
I'm pleased that Rojales is one of the towns that you have to become empadroned before resident, but yes, Orihuela is the other way round. Each town is different.
