Not sure this is correct as you cannot visit a large supermarket outside your municipality only to a shop or business with under 400 sqm floor space and you must have a valid reason to be going there
Until the finer details of phase 1 are released this weekend no-one knows for sure what will be allowed, it's best if we all stop speculating as this will continue to cause confusion as we have seen in the run up to & during phase 0
Just my view.

How big is 400 Sqm a newly fitted Mercadona? I thought 400 sqm was more like a small plot of land for a villa which isn't that big?

Thats right....400 sq metres = 20 x 20 metres or 65ft x 65ft

Well said, dear boy. Lots of speculation and guesswork going round and nothing official has yet been released. Now being said that the autonomies (individual regions) will be responsible for laying down the rules on mobility instead of central government (one of the conditions the Citizen party laid down to support Sanchez).
Until it has been determined (and so far the regions have only submitted requests) which regions will advance to phase 1 then we won't really know. Best to wait a bit although my posts yesterday were mainly from the government ministers at the press conference after the vote on the extension of the state of alarm.
Let's see what happens before speculating too much although I do believe the 400 sq m will be applicable to non essential shops so trying to guess the size of a Mercadona would be a fruitless exercise.

You try very hard to bring useful information to this forum, based on fact. Yet the “what if”, “can I”, brigade still seek answers when you clearly state that arrangements for this Phase are still to be finalised dependent on where you live.
Round and round we go, thread after thread.
It must be extremely frustrating for you to be force to continually tell people to wait for the government guidance.
I think you do very well to keep your cool.

When the details are published in the BOE, probably on Saturday, they will still be open to interpretation like we saw with Phase O. Life is full of shades of grey which is what makes it interesting. Personally I don't see anything wrong with people asking will this or that be allowed as it is important to them and helps to start clarifying it in their own minds.

Yes, I can understand that people will want to know the answers to some pertinent questions. But until anything is said or printed officially it is impossible to answer. Guesswork or putting one's own interpretation on rules can't help at the moment and simply stir up the silt.
So what do we know?
Well, apart from Catalonia and Andalusia, all regions have submitted data to the central government to enable them to move to phase 1 from Monday. Catalonia and Andalusia have listed 3 ares which they say will stay on phase 0.
Exercise hours. The BOE stipulating hours for age groups was for phase 0 only. However, Salvador Illa said at a conference today that the hours may be retained for phase 1 but that they will change. For example, the 1200 to 1900 slot is the hottest time of the day and the government is looking into changing them. He said that keeping those at risk, including the elderly, away from children (for the sake of both groups) could still be a priority but he didn't say what those hours, if any, will be. The change in hours could take places before phase 1 starts.
The Minister of the Interior has requested that time slots, especially for the elderly, be maintained to guarantee their health and safety
You can travel in a car from Monday with as many people from your household as your car has seats. You can take someone from another household but it must be driver in front (obviously) and 1 passenger in the back on the opposite side to the driver and both wearing facemasks.
The government has said that travel within your own province will be allowed but some regions have requested full regional travel be allowed and others (though not Valencia) that further controls on travel be maintained. This is being looked at. You can travel to those establishments and restaurants with less than 400 sq m. This does not include essential stores, like supermarkets, which have been open throughout. It means shopping malls and places like El Corte Ingles etc cannot open except for the ground floor food departments.
Valencia Region has requested that beaches be allowed to open and people allowed to travel to them. It has already been agreed that La Marina and one other between 6 and 10 for water sports including swimming but you must wear a hat and a carry a buoy (not a lifejacket as I previously interpreted it) and not leave anything on the beach nor can you use the public showers. So no towels or clothing on the beach when you go for a swim.
And now the important bit. Salvador Illa and Fernando Simon, Health Ministers, are meeting today with the regional health ministers today and will publish a BOE tomorrow to explain which areas can go to Phase 1 from Monday 11th. Hopefully (lots of hope round here) the full measures of phase 1 will also be published.
Everything said by the health ministers, including moving to phase 1, must be agreed by the Congress of Deputies.
And that's it for now.

I agree, the operative word being WHEN not before, what i was suggesting in my previous post is that it is unhealthy to "speculate" before the BOE is published as we discovered before phase 0 came into force. The problems arise when people "start clarifying it in their own minds" speculation & rumours before they are confirmed & find it difficult then to re-adjust to the actual facts.
And yes Bee you are correct in saying things will still be interpreted differently when the BOE is published as it will no doubt be as clear as mud!!!

That was during the briefing by the Health Ministers this morning. Apparently you can already drive, by yourself, in any part of your municipality during the phase we are in although this seems to have been interpreted in various ways.
It was also mentioned in the very long press conference yesterday evening which I posted the comments from the member of RACE who was interviewed after the conference.
I think I've already said wait until the official BOE, though.
The private vehicle - as well as public transport, bicycle and scooter - can be used for the same movements that were already authorized before the de-escalation plan was launched. That is, going to work, supermarket, pharmacy, banking and insurance entities ...), to take care of the elderly, minors, dependents, disabled or especially vulnerable. In addition, it can also be used to go to establishments that are open by appointment, such as hairdressers, clothing stores or shoe stores, among others.
Circulation is limited within the municipality of the current domicile during phase 0.
Phase 1
This phase will be entered on May 11, although some autonomous communities may still remain in the previous phase depending on the epidemiological evolution.
- The occupancy limitation of private vehicles will continue , except for people residing at the same address , who may go together.
- You will be able to drive to tourist accommodation, terraces and markets and also to visit families and friends because meetings of a maximum of 10 people will be allowed.
- The movements are restricted to the same province where the habitual residence is located.
I'll keep waiting for the edict signed in blood to satisfy you by the end of the week, I'm sure.
