President of Generalitat has power tocall State of Emergency

Following the example of Catalûna and Basque Region the President of the Generalitat at the time, currently Ximo Puig, has been granted new legal powers to call a state of emergency following a catastrophe even if it has not been called by the Spanish Government. It doesn't apply at the moment as all of Spain is in a State of Alarm.

According to the document, it will be part of the Territorial Emergency Plan where the procedures to follow for the declaration of the Valencian catastrophic state of emergency will be established. The Consell/ or Corts - which is the Regional Parliament - and the President will be able to dictate emergency regulations in order to invoke an emergency plan, which will have to be justified and published in the Official Gazette.
Consell/Corts sources point out that the powers of the President are being reinforced and it is admitted that the trail of Catalalûna or Pais Vasco is being followed , thereby seeking a reinforcement of self-government with the possibility of declaring a kind of "state of alarm" in the Valencian Community.

It seems you can drive to get your ferry but you need to prove you’re returning to your primary residence

As has been said just proof of returning to your permanent residence in the UK which your ferry ticket is acceptable proof to Guardia. There have been a few feedback posts from those who have done the journey in the last couple of weeks and those who have encountered checkpoints showed their ferry ticket and that was accepted by Guardia. There is no official form in Spain to justify being out and about like there is in France. Spain has very stern Guardia/Trafico to enforce the rules☺
