Rubbish left at recycling bins

Good evening.. I have a gripe about people
Leaving general rubbish at the recycling bins. For the past few weeks I have tried to keep the bins clear on Calle Belen just down from the driving range, Apart from the builders rubbish. There is somebody who dumps their cats litter along with their recycling in one bag, not bothering to put bottles etc in the containers, just dumping the bag outside the bins This is somebody who lives here. Just not acceptable if it is you please dispose your rubbish properly.

Just read your post and impressed by how you are doing your best to keep the bins tidy and presume they are located close to your home. I’d probably do the same as every time we visit our place, I brush along the road beside the footpath where people drop/ throw Receipts, cigarette butts, paper hankies and anything else. My husband was watching a “ bin hoker” recently and the man removed all bags and searched them, then threw everything back in rather than in their bags.
I sincerely hope the person who is leaving refuse by your bins reads this. I keep a clean and tidy home and I don’t like rubbish lying about that easily could be put into the bins.

Builders are the worse, we regularly get dismantled kitchen units and bathroom fittings left outside the bins , surely they have an industrial place to dispose of their rubbish ?
The problem is it magically appears when no one is looking
